Only require for airport entries right now. On 1 Jan 2008 for land and sea crossings. But the airport entries have been modified as linked above, through September. And there's talk about delaying the implementation of the land/sea crossing enforcement, possibly to 1 July 2008. And there are people who want to ditch that change altogether, as well, which I'd be well in favour of.
